I see some classic Doctor Who influences in her costume
The coat reminds me of the Fifth Doctor's. It seems the shirt and suspenders are giving people Mork from Mork and Mindy vibes.
The bee in my bonnet is that she is the fourteenth (14) doctor on TV: Hartnell, Troughton, Pertwee, Baker, Davidson, other Baker, McCoy, McGann, Hurt, Eccleston, Tennant, Smith & Capaldi, that's thirteen (13), so she is number 14.Counting, not that difficult.
